The meaning of "WIND EFFECT" in the filter screen of WORLD MAP

I don’t understand the meaning of “WIND EFFECT” in the filter screen of WORLD MAP.
What are the meanings of “GROUND”, “LOW” and “HIGH”?
I don’t understand why the wind speed of “HIGH” is lower than that of “GROUND”.

Very good question. I have never paid much attention to it, but to me it seems like they are reverted. HIGH wind speeds should indeed be higher than GROUND. Looks like a bug to me. Good catch.

I just checked at KLOT. Sim map GROUND speed 114, local auto weather and METAR 14 and 8:

On the other hand, HIGH is 76, so does not look like they are inverted, just that there is (at least) an issue with GROUND and LOW speeds shown in the sim map.

I flew it in KLOT with SR22.
“GROUND” may be about 10000ft, and “LOW” and “HIGH” may be about 3000ft?

It seems unnatural to reach 40 kts at 3000 ft when the ground is only 7 kts.

this is a new bug, ground wind speed always used to be the lowest, now it is the highest. something is wrong now.
