This is the third time in the day that I have to configure my options after trying to start the sim without the internet.
It seems as if something is wrong after the last update, as the sim asks me for a 5-step configuration process every two or three starts (if my internet fails).
Sometimes I am so tired of spending the time I have to play in trying to play!!!
Uff… good luck. I suffered that for the first time during SU10 beta and once more during SU11 resulting in not being possible to change the language in game. The problem is caused by your config files not being updated on the cloud and therefore the sync process that is triggered at game launch fails and your local files are overwritten everytime with a default configuration, understanding that as no valid config files exist on the cloud you are running a fresh installation everytime and therefore launcher presents to you the assisted config windows (those five screens).
If everything goes well once you exit game after having saved your config that will be sync on the cloud too. If that is not working systematically, as it appears to be the case according to your post, then I would suggest you open a support ticket first. If they tell you the problem are your addons or those typical answers then forget it because they won´t help you at all. The problem is purely an online account issue and it´s caused because sync process has no timed exit (the same problem as the checking for updates never ending loop).
The best chance is to uninstall launcher (not your content just the launcher), delete account from Windows, MS-Store and Xbox app, re-login with your account again so that it´s added to Windows, MS-Store and Xbox again and start a new game launcher installation. If you are lucky it will detect that the older account you just removed is taking ages to sync and will offer you to ignore it. That will stop the pending sync to the cloud and let you use the local data from your current device as if it was just a new device you have added to your account. But if all that fails and you don´t get that sync abort option then you need to perform a complete Windows new installation (what you would want to avoid for sure). So try several times to remove account and even the Xbox app and those things before giving up.
If you are uninstalling the launcher remember to rename the Official and Community folders to avoid that they are deleted during the uninstallation and rename them back again after you installed the launcher.
Don’t panic. Just start logging out and removing the Microsoft account from Windows. This should force a new cloud sync once you login again on game launch and may fix the issue.
But yes sometimes you can’t understand how so many basic things fail even at the early stages of game lauch itself.
