Any ideas what tools are needed to develop a scenary? And if there is a guide for it?

SDK Intaller is located in the sim if you go to General > Developers > Developer Mode
Then on the top bar go to help and install the SDK. It includes documentation to get started. You can also check the forums for SDK help.
yes i check the SDK and its documentation arent that clear, also it doesnt tell you what tools you need. For example i want to remove an X from a runway or change some taxiways, in FSX it was using ADE but now what can i use?
