i don’t think that is dumb at all, and i’d be surprised if the reason really was “only” the G-rating.
it’s still a civilian aviation sim. just imagine the top gun addon as a kind of flight show, not actual combat. it’s fun to zoom around in one of the fastest and most agile things (combat jet planes) mankind ever built, no need for shooting. there are very good sims out there already that do this - much better than any iteration of MSFS ever could.
