If I understand you correctly, when you “freeze” Track-IR (with the default F9 key) maybe to set up some instrument, Track-IR re-centers itself instead of keeping its focus on the instrument you ere setting.
Is that your problem?
Because if it is, it’s working correctly on my side: I can focus on some part of the plane, freeze Track-IR with F9, and the view remains focused where I was looking when I froze the view. When I unfreeze, the view then switches to wherever I am looking when I press the unfreeze button, which is desirable behavior.
I have the same Track-IR settings as you do:
Maybe check that the “freeze” Track-IR key that you have (F9 in my case which is the default) is not conflicting with other other key assignments.
