Unable to file IFR plan with ATC

Brief description of the issue:

If I do not pick a destination airport from the world map, I am unable to file an IFR flight plan with ATC. The option never comes up, I am only given the options of an uncontrolled airport. Tried at KBOS and several other large airports with the A32NX and the default TBM. If I pick a destination airport, I can file IFR, but that messes with Simbrief integration.

In world map, pick a large airport and start at a gate or parking. Do not pick a destination airport. Turn on avionics and contact ATC. No option to file IFR appears.
