Am I the only one unable to download the latest patch? my sim does an update check and does not find anything !
Any clue on how to fix this ?

Mine updated on its own in the background with no notification to me. Check your version number.
Mine did too in the background.
Chances are it already updated for you without you knowing. Unlike the typical patch where we download something from Steam or the MS Store and then download gigs and gigs of data again on starting the game, this is just a small hot fix for a CTD issue that was found. There’s no other content to download from in game like the typical update.
I’m sure you haven’t even checked what version you got, right?
Whatever you, do not verify files in steam. I deletes the entire game folder leaving you to download everything again.

if you have the sim started, press ALT-ENTER (to go to windowed mode), you’ll see the version number on the top left.

I think steam did it via their own method instead of what we are used to seeing. I remember wondering about this, but I do remember seing the litle steam grey box pop up “updating” once when starting. I remember because it concerned me as I wondered “uh oh, what’s wrong with my files and what is steam doing”. But I have it. And, I must say, with the steam edition I have not had a single problem from initial load to patching. I’ve never had to reinstall. I think the only problem I had was the intiial problem everyone had where the blue bar hung once on initial load.
I launched it several times today with no prompt for update. Then on a whim decided to launch it as administrator and was immediately prompted to install updates. Maybe that will work for you.
This is what I’m guessing as well. Hasn’t checked the version number and is expecting to have to download a bunch of content from within the game once it’s started.
