Unable to get signals from NAVAIDs on ground at LZIB

Description of the issue:
When I’m flying out of LZIB and I tune in any of the NAVAIDs around airport (JAN VOR, OB and OKR NDBs) I don’t have any signal from them on the ground. NDBs are getting picked up by plane only on the start of the runways 31 and 22, but VOR only after being airborne.There are no obstacles in the way that could cause signal to get lost. In real life you can pick signals from these NAVAIDs already on stands without any issue.

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?
