OK, I’ve been playing about. To fix this I did.
Installed on any drive that would accept the initial install.
Then I was able to select the drive I favored for the mass install during the next stage of installation.
Edit: To clarify, I was doing the first part of the install on a drive I wanted, the store seems to favor the root drive.
