i been having this issue for months, and yet still couldn’t pass this dreaded check on updates and since i had about 1000 folders i still don’t know which is causing it 
this dreaded screen i get almost always
and yet i get stuck in this loop

Do you reboot your system often? If not have you tried rebooting?
Are you in any way having internet connectivity problems?
You on MS store or Steam?
Have you tried signing in and out of MS account in the Store App as well the XBOX app?
Have you tried Repair or Rest under App Settings? You can right click on the Start Menu Icon and select App Settings to go that route.
Were you able to install the recent update without any issues through the Windows Store App? The windows store App downloads something like 1.6 GB of launcher data before the rest of the sim is updated. I’m not sure how it is handled through Windows Store App if you’re using Steam.

I have exactly the same issue but have tried everything and it’s still the same. Any ideas?
You have done (everything) here including (Reset?). When you do a reset it will seem as if the entire game is reinstalling.
