I have the same problem 
I9 9900k -5Ghz, RTX3080 and 32GB ram
I have 18-20 fps on EPWA , but some guy with GTX1080Ti and I7 8700k have a more fps 24-27 - (Boeing 787)
I wonder if asobo will solve your problem? and where is the problem??
