thats happening when to bing image is older then the OSM data. Happens a lot in China
Your explaination does not make sense.
Roads are plotted from OSM data. And the cars drive on it. Nothing to do with Bing maps.
The problem is with the game not positioning cars correctly sometimes. This has been problem from the start.
it makes sense because the roads your are seeing are from bing maps. The roads the cars are driving on are from OSM.
When the image don’t have the road but OSM has the road you see the cars driving on grass or whatever there is on the image.
and in china we also have an other problem:
OSM is not following this rule but bing is.
I’ve seen videos about this. It may also explains why certain airports have messed up taxi ways. Google Maps shows this, but Bing does not.

The same thing happens here near KGSO. There is a new interstate that opened a couple of years ago, but the sat. imagery doesn’t yet have it. As a result, cars drive on what is now interstate, but the imagery still shows fields.

Cars that are in the sim do not drive on roads. They tend to be above the road, or make u-turns randomly, or are not close to the road at all. I have also had an issue where a car has jumped off a building.

Start a Flight and head to a road and notice the cars. This does not happen all of the time, just most of the time.
