Any change frequencies could be permanently visible instead of always activate them via the filters?
Is there no mean of saving the settings?

Could you better describe what the issue is or what you are looking for to achieve ?
Where do you see filters to activate VOR and ADF ?
My first impression was that they’re talking about the WM filters (which we all know we can’ t save the settings right now!), and in their case, probably the filter for navaids. That one at least lets you see the freqs if you set it on each time you start.
Sounds like a repeat wishlist for saving the filter settings that’s been around a while.
Just my take on what it seems to ask for.
