The approach plate says that DME or RADAR is required for the procedure entry. You would either be vectored to HARRO by ATC, or you would fly outbound on the FNT 094 radial until 10 DME (which defines HARRO) then enter the holding pattern. You would tune your Nav receiver to the ILS localizer when entering the hold, turn 30 degrees left to a heading of 064 degrees, fly outbound for 1 minute than execute a standard rate turn to the right until intercepting the localizer. You would need to keep the DME tuned to FNT VOR so you know when you are crossing HARRO again inbound.
