You really need to play around with each setting. Also, make sure no other apps are running in the background that periodically requests internet access as I had an issue with One Note running from the bottom right taskbar. I’m running a 2080ti with OpenXR at 100 and Render scaling at 110 without any issues - I do have a slight stutter when loading in New York but that’s just New York. Most of my settings are either High or medium for reflections etc. Ambient Occlusion is at Ultra though as I want to see and feel the height. Hope that helps!
