Brief description of the issue:
The bespoke version of the airport is fine, but the default version of NZWS airport has no runway numbers. If anyone wants to land at this airport without the world update installed, they will see runways without numbers.

Detailed steps to reproduce the issue encountered:
- In Content Manager, ensure that NZWS is not installed.
- Start a flight at NZWS.
- Use the drone to look at the ends of runways 04 and 22.
