In MSFS, yes.
In DCS, the aircraft are often modeled to look and act (almost) exactly like the real life aircraft.
So it’s certainly possible to do without violating any rules. Obviously, there may be some functions that are kept hidden, but if I fly an F/A-18 in DCS I have access to all the radar, FLIR, and other instruments. Weapons too, but that’s another topic altogether…
