All I’m looking to do is fly in and out of Westchester county New York which is a third-party add-on. Can I do this with a basic flight simulator download? Or do I need the better version to be able to add on airports?

You can install ad-ons with any edition of the sim.
Westchester county airport is already accessible in the base game. You don’t need any addon to fly in and out of it, unless you want the upgraded scenery and detailing provided by the addon.

I like to grab community content before venturing into a region. It’s usually made with more TLC by locals.
