Development update is when they give you news on what’s happening.
A Patch is when you receive any updates to the sim.

Thanks for your quick answer, but last time I remember getting some download in Development Update.
There are no program updates when the Development Updates are released. Dev Updates simply outline what’s being worked on, current progress of various issues and features; and usually include additional news such as partnerships, upcoming patch notes, video series’ and screenshots.
Patch Updates include a program update such as 1.9.5. This will include the final patch notes for that specific release and may touch on known issues for the current patch, with any work-arounds available.
