Where would you spend $$$...new CPU or a GPU water block?

I don’t deny the GPU fans are noisy, but better airflow can allow fans to run slower and quieter while still cooling effectively. That case has an odd fan layout. One thing you may want to try is running it without the front panel for a bit and see if temps/noise improves. That solid front panel with relatively narrow slits in the side of it can be fairly restrictive. Having the baffle on the side fans isn’t likely to help cool the GPU much. Removing the front panel would allow full unrestricted airflow through and across the GPU. If that helps you there, maybe see if you can order the airflow version mesh front panel to replace the glass front (or just run it with only the filter in place if you want).

Then again, those temps you showed looks fine.
