Which 12/13th Gen Intel CPU For 4080/4090 @ 1440p?

Why limit the graphics to 1440p?

With that level of hardware, I would go for
4K - 3840x2160 minimum.
Or Even
5K - 5120 x 2880
8K - 7680 × 4320.
