Yeah, not true. And not really how refunds or consumer law works.
Law might be different depending from which country you are.

If everyone just accepted it like you are asking then the problem just gets worse. Many refunds sends a message to the publisher that this kind of thing is un-acceptable. Just saying that’s the way things are now is accepting the continuing downwards trend. If everyone said no to every game release that was incomplete and not advertised as so then the trend would stop. Customers keep accepting lower standards is never going to drive the standards up. If you accept it they’ll keep pushing the boundaries lower. Good on everyone who’s taken a stand it’s the best way to make a difference.
There is a tendency among developers to throw their products on the market before they are actually ready. On the other hand, there are more and more customers accepting a beta version as long as it gets to the market quickly. People no longer have the patience to wait until something is actually ready. As a result, the market is flooded with Beta software.
Personally, I am not keen on software dumped on the market under pressure from anyone.
I prefer to wait a bit longer until the software has been properly tested and it actually has the release status.

After filling it out and submitting it, I get this automated reply:

Since a human needs to review it, vs. the AI that keep denying everyone, it takes time.
I waited several days and my refund was granted this AM and PayPal informed me of the refund of my funds.
Give it the 72 hours it requires.
When the refund request is send more the 14 days after the sim is delivered.
You will get a automated answer with Denied on: xx/xx/xxxx.
This is standard policy of Microsoft.

I notice that you also got your initial refund request refused from the same automated web page that I did (as did many others here.) I tried zendesk but got this reply:

Unfortunately, we at MSFS Support do not have access to the MS Store / XBox Store’s accounts and billing departments, so we cannot assist with a refund. All refunds must be requested from the store where the game was purchased and are subject to the store’s refund policies.
For follow-up on this matter, you will need to contact Microsoft Store Support directly or visit the Microsoft Store & Billing Help center.

So it also seems futile to ask zendesk for help.
As I was posting this I spotted that you had successfully received your refund via another refund page kindly supplied by MrBiscuitTheCat.
My only concern is that if I try that option, would it get logged as another refund request adding to my already supposedly exceeded tally?
Just curious on that but with little to lose now, I might try it anyway. I see it worked for you and others here. What do you think?
Well I made my request. They have acknowledged it and will let me know within 72 hours. Well you never know…
My refund is going through, so MS tell me.
I just did make a refunding request, because the streaming of this sim does not work for me, I am in this 0,001 percent (by Jorg), which it won’t work. Back to MSFS 2020, which runs perfecly fine.
Now I just have to wait up to 72h to see if they grant it.
Will let you know how it goes.
