I would expect (of course, I don’t really know) Asobo to have development kit Xboxes in use. These are not doled out to everyone, but major development houses will have access to them.
Given MSFS is MS’ flagship for Xbox, I’d expect Asobo to have them.
Everyone else, such as third party devs, certainly won’t.
