Is this standard procedure or a bug? Does this happen to anyone else? Example: I was flying in Salt Lake ARTCC then was handed over to Seattle ARTCC, then the option for IFR Clearance disappeared. The option for IFR Clearance was present the whole time I was flying in Salt Lake ARTCC.

The IFR Clearance option will disappear a few minutes after takeoff. I request takeoff vfr and in flight I want to request ifr but the option disappears from ATC. I tried changing the flight plan and switching the CDI. Nothing helps.
A lot of people not happy with the in game ATC at the moment for a lot of reasons. There is no option to change runways after you start to taxi.
Why would anyone need that option? Do pilots in real life take off from whatever runway they want?

I launched the game without addons. I checked it on different planes. All the same.
And in my case, I usually want to request takeoff IFR and fly IFR but in 50% of cases I am allowed to request only VFR takeoff and flight (IFR request option blinks when I open the ATC window and disappears somehow) but I am able to request IFR after takeoff as the option to request IFR restores:))) I fly FBW A320.
This option appears and disappears itself from flight to flight in my case. There is one more issue for me - when I start the flight and request Clearance, sometimes the Sim allows me to request IFR, sometimes? from the same airport with the same weather - no. Sometimes the Sim allows me to request IFR after takeoff, sometimes - no.
