Why is it that I see users with less powerful CPUs getting higher FPS?
For example, my 5950x runs MSFS at 100 TLOD and 100 OLOD. Tweaking the settings has enabled me to get 40 FPS with High/Ultra and minimal traffic. My main thread gets hit hard when I turn up TLOD beyond 100.
I see others with the same settings using 200 to 400 TLOD while getting the same FPS. Why does this happen? My temps are fine - the CPU under full load never goes past 70* C.
Turning Photogrammetry On/Off is hit or miss. Sometimes it improves frames, sometimes it doesn’t.
Internet speed is 20 Mbps download.
I have a 3090 card with 32 GB of 3600 MHz RAM. The game files are stored on a WD Black n.2 drive.
All I can do is share my results.

I test my system with a simple aircraft (in this case a Rans S6S) flying over a simple environment like this desert. Of course my performance decreases over a busy airport, but I seldom see stutters.

I will get some micro-stutters at high density airports and cities but nothing out of the ordinary. My test plane is the F/A 18 with both simple scenery along the coast and complex cities (NY/LA) so it provides an operating range.
You need to post more detail about other settings, traffic and other data settings. Not sure if the posts above are any helpful to your solution but it may worth checking those settings they listed.
20mbs internet is on the low side, that may be a contributing factor.

Im pretty much maxed out with frame gen on and find the the only stutter issues I get are down to my internet connection. I think this is the main issue rather than hardware most of the time.
Internet connection issues can be wide, varied, and difficult to isolate, however, 20mbs should be more than sufficient. Most people just blame the MS servers when in reality there are a lot of other intermediary network hops, etc between their PC/Xbox including their ISP and within their own home network.
MS/Asobo have just recently added more “telemetry” within the sim to try and isolate some of these network issues (at least on their end if there are any).
