It never has for me.
Search ‘Firewall.’ Open ‘Windows Defender Firewall.’
Click on “Allow an app or feature through Windows Defender Firewall.”
Scroll down to ‘Microsoft Flight Simulator’ and make sure ‘Private’ is checked.
