It’s concrete because they specifically said several occasions they’ll be updating every few months as they have been. They will not leave any part of the world untouched. I’ve been with them since the beta pre release. Also the fact they’ve mentioned several times as well that this is a 10 year project means they will be improving it a lot as time and technology evolves. Bing will improve as well so once this is up to par as well look for the regions to be even more developed/updated. The sim is still in its baby stage and we are already seeing updates and improvements albeit there’s more work to be done.
