Thank you both. Then the active runway in the sim is the wrong one 
ILS is coupled to 16R/34L (which is closed in the sim). When you look aerial images you can see that 16R/34L is active and 16L/34R is closed. In AIP Russia the active runway also is called 16R/34L.
