Brief description of the issue:

Since WU 18, there are extreme stutters around LSZB airport and Bern Photogrammetry. I am used to fly over very heavy scenery, but this one is literally unplayable. I am honestly surprised how someone could release this into live version.

Recent updates (CU7, WU 17 & WU 18) have higher fidelity DEM, TIN, etc. and so have put a greater demand on my hardware. One result is that performance (as measured by FPS) has suffered, particularly around large metropolitan areas and airports.
Generally, if my FPS as shown in the game bar widget (note: the dev-mode FPS show 1/2 this value) is 30 or higher, I don’t generally experience stutters. If FPS drops below 30, then the visual experience of flights around large metropolitan areas and airports decreases significantly.

For the OPs case of LSZB airport and the Bern area, my FPS are 30-40, so I’m not experiencing stuttering.
For comparison, flights over the city center of Frankfurt am Main & it’s airport have an FPS from 20-28, so stuttering occurs and negatively impacts my flight experience.

Note that I fly GA aircraft like the NXCub. If I was to fly something like the A320-Neo, I would expect my FPS to drop & flights around Bern might also be similar to those around Frankfurt am Main.

The OP might see if reducing some of the graphical settings helps - after installing WU18, I reduced the following from their previous highest settings:
Texture Supersampling, Terrain Shadows, Ambient Occlusion to Off; Contact Shadows to Medium.

Graphics Tab: Full Screen 3840 x 2160 TAA, Render resolution - 100, AMD Fidelity - 150, VSync - On, FRL - 50% MRR (120 Hz), HDR10 - On, DX12B, TLOD @ 400, OLD @ 200, Motion Blur - Off, Other settings - all Ultra, except: Water Waves & Glass Cockpit Refresh Rate @ High; Texture Supersampling, Terrain Shadows, Ambient Occlusion @ Off; Contact Shadows @ Medium.
Traffic Tab: Aircraft Traffic Type - Real-Time Online, Slider Settings - All 100%, Generics (AI, MP) - Both Off, Show MP in Vicinity - On, Traffic Variety - Ultra
Data Tab: Data Connection: All six options - On, Data Limit - Off, Bandwidth - Unlimited, Rolling Cache - Off
Developers Tab: Developer Mode - Off
MSFS Version: MS-Store, Standard, plus All World and City Updates
