The issue is licensing. Every commercial livery is trademarked by the airline that owns it, so financial deals have to be hammered out for every single one. Even if it goes into the Marketplace as freeware, the airline could argue that because it’s an in-game addon, it’s being used to promote the game and therefore, to make money. Uploading to a 3rd party site with no affiliation to MS or Asobo makes it tough to say that anyone is making a profit, so it’s easy for the author to claim Fair Use, and harder for the trademark owner to prove loss in a dispute.

Yes, Jörg has been trying to do this for ages (PC and Xbox). But COVID last year meant that airlines really don’t have the time to chat about licensing their liveries - they were too busy trying to survive.
There are a bunch of interviews where he talks about this. They are trying and I’m sure it will eventually happen.
