Are you reffering to “live traffic” or other simmers? I’ve been having issues the past while getting the live traffic to show up and finally got it working with a mod installation (unfortunately would not work on xbox).
If you go to a busy place like New York, etc… do you see other simmers there? easiest way is to turn on nameplates as the lights are broken as well.

This probably should go into the bugs and problems section. I’m on Series X and I haven’t seen anyone for more like 3 weeks. It doesn’t matter if I have Live traffic on or off, I don’t even see them. I’ve done every type of troubleshooting tip out there and to no luck. This IS NOT a user problem, it’s that the sim has fundamental breaks in it.
