Here’s a case-in-point about how these stutters are not due to the Xbox not handling the sim. Look at the spec that user is running on:

Microsoft Store Not in Developer Mode Setting the off-screen pre-caching setting to either Ultra or High introduces a stutter at the same point when rotating the view. This can be easily seen in the drone camera when rotating around. Spawn at any airport in the day light. Go to the drone camera and rotate around 360 degrees.
