Here are a couple of things to check.
Use DIView to check what the hardware actually does.
(You can right click on the axis within DiView to toggle the raw data from the sensors in addition to its “calibrated” response.)
Check which Axis you have bound the pedals to in game.
I have noticed that if you bind an axis to a cell in the right hand column and then reverse that axis that MSFS2020 then inhibits range of travel of the axis by 25% at each end. (Therefore middle is fine but from 0%>25% and 75%>100% you get zero response.
(Zendesk support are not even acknowledging whether this is a bug or by design. They neither seem to know nor care.)
