Add Support for latest version of FSR

FSR 3.1 upscaling is now implemented in the FS2024 Tech Alpha (frame generation not yet), despite still being labelled as FSR 2. Compared to the FSR 2.1 implementation in FS2020, it looks slightly blurrier and less stable, however the ghosting (particularly over water and runway surfaces) is almost completely eliminated.

The water surface still looks rather jittery, however the glass displays look more stable now. My guess is that they kept the same reactivity value for water, while slightly reducing it for glass displays. In my opinion they should’ve done the opposite. However, since FSR 3.1 is slightly better than FSR 2.x in the handling of animated textures, the ghosting is not increased.

I am also very happy to report that the memory allocation bug is finally resolved, which means users with less VRAM can finally enjoy FSR upscaling without performance issues. Looking forward to frame generation, and hopefully Asobo will mask the UI properly.
