No the passenger cabin lights in the fuselage.. In settings, lights, interior there is an option to toggle cabin lights on, off, set and one other I think. This controls where the passengers sit in the main cabin. Yes dome light was fixed in the flight deck.

If the lights do not respond to the binding properly, you may want to consider entering a bug report on the issue!
