The South-East Asia server was unavailable on 03/03/24 & 03/04/24 at various times throughout the day when I attempted to connect to it, giving the error noted by the OP.
The in-game South-East multiplayer server listing had the small red dot beside it indicating that the servers were off-line (or had very high latencies?). The other servers were shown as on-line, & the West Coast server was operational, as also noted by the OP.
At time of screenshots below (03/05/24 @ 17:00 UTC), SE Asia & North Europe were unavailable. The Online Server Monitoring Page showed servers were online, Playfab showed no applicable problems, XBox showed scheduled maintenance (see below).
