Some newer topics mention these addon can cause that. So, I assume you also tried to start with empty community folder.
Also try the usually things, like cleanup rolling-cache, etc. … You can also try to start in safe-mode ( place a file “running.lock” within that folder : Command line parameter to start the sim in SAFE MODE - #5 by sttovo ) and check whether it will work.
Other hints may be , to limit the max-fps in your GPU-Control center ( depend on nvidia, amd ) and start the game.
You can also check windows - update - history whether somewhat was changed on your system 2d ago. In some rare cases the anti-virus solution caused that, so may be also start with disabled AV.
