When you open the EFB tablet in the World map and select a 3rd party app e.g. A2A Aerostar, it becomes the de facto “default” launch app for that session. Even though you haven’t set it as the “default” launch app in settings. MSFS '24 looks like it has a bug, as the “Default launched app” setting is ignored when the tablet is opened in the (Free flight) World map.

REPRODUCTION STEPS
I was able to do this and resolve the issue by ensuring the anything other than the A2A app, such as the Flight Planner, is displayed in the EFB. Then you must restart MSFS 2024 to “fix” the issue.
To mitigate the issue you can ensure a default app is displayed when clicking “Fly Now”.
YOUR SETTINGS
Even though the issue still occurs with mods and add-ons, I believe the issue must be reported as a fault and not a “User Support” fix! Otherwise, every third party add-on that uses custom EFB apps will experience a degraded experience.
