A user got back to me in one of the other threads and said he had similarly tracked his issue down to a bush trip in the Italy update and that if he didn’t install that one, everything worked. So you might try to progressively update and test. You don’t need to do full installs/reinstalls. You can just do what I did in that video where after install, if the sim exhibits a CTD during load, you just delete those newly installed directories in the Official folder. You could just do one update install at a time till you hit the theoretical offender. Here’s the thread with the similar issue.
