All my monitors and connected with DisplayPort. Don’t know if HDMI connections induce any problems. I assume, your TV connection is HDMI as I don’t think TVs has DisplayPort.

Remember that your monitor refresh rate equates to FPS. So, if you have a 120hz monitor and set in game Frame Rate Limit to 100% of Monitor Refresh Rate it will try to run at 120 FPS which will be very hard to do, specially at low altitudes. And that will certainly cause stutters.
So if you have a high refresh rate monitor, you may want to run at 50% or 33%, which will lower the FPS rate the sim is trying to produce and at fewers FPS it will actually run smoother.
Yes, 30 FPS runs much smoother around large cities. In other places 60 FPS runs fine. I still get pretty decent frames rates around cities lock at 60 FPS. I do use rolling cache of 64GB. So maybe that helps me around cities.
