This worked for me:
Restart Online Functionality
Immediately after the above was done I had a 326.47 MB “packages update”.
No clouds here. I confirm the issue.
Restar online funcionality doesn’t solve the issue.

Same here. I am not getting any METAR updates and my last flight was on 1 Feb into CYPE. Now, on 3rd Feb, that same METAR from 1 Feb is still showing no matter what I do.

Yeah, old metar totally diferent than Navigraph charts metar.

It may be weather plus other issues. Taxiing at Chicago Ohare I not only found no snow on the ground but this:

I think “no update” means still the same… they are still investigating this issue for the last 20 hours.
If they don’t know what caused the issue, they won’t be able to fix it.

Ok I turned my VPN on from Norton, started the SIM it and it took about 30 second to reload the weather and now I have clouds.
If I turn off the VPN i don’t have any cloud.
So for me It worked with a VPN.
could you check what servers are you used by vpn ? germany usa holland ?
VPN is not a solution to the problem, Asobo should solve this problem, why should we pay the extra cost for a VPN to play?

Second flight this afternoon with no clouds at all.
I had restrated the PC for this new flight with the Fenix A320 and no clouds.

Hey I checked the sever in FS2020 and the sever that I am right now is SOUTH-EAST ASIA
I have been having the same cloud inconsistencies. Since Update 11, cloud cover has seldom agreed with real weather metars. And what is with this fog layer appearing around most airports? Weather conditions should be averaged between metar reporting stations. This used to be the way Asobo did it before. Also aircraft icing is no longer visually depicted even when conditions warrant it. I admit, at first it was a bit overdone, but they shouldn’t have eliminated it completely. And having no snow or frozen lakes in the middle of winter in Canada completely ruins immersion.

ok tried it an it seems that using vpn to connect to south-east asia servers works. its not a solution for free vpn users due to speed limit so i will wait for fix
Same here, no clouds all day or yesterday across the EU, then tonight got clouds for one flight after 10 mins of no clouds on initially starting the flight. After i finished and started another flight again no clouds.

Same problem on the flight I have just completed.
Approaching TOD checked METAR, it was as below, but not a cloud in the sky in the SIM.

No live weather at all… no matter where, no clouds, no wind, no rain, no snow, no nothing.
I feel like flying in mars 
The weirdest thing is that I cant even create my own weather using the CUSTOM tool 
I cant change the server neither!!
