Usually the lack of space isn’t the reason for the offset, it’s the terrain during the approach e.g. Inn valley, or in case of LFMN to keep the aircraft from overflying certain areas during the approach.
An offset LOC seriously limits the usability of the ILS due to the much higher, basically non-precision minimum.
You can’t offset an ILS approach and this wouldn’t make sense, since the offset already leads to direct to, or very close to the threshold.
AFAIK the Aerosoft CRJ also uses the correct offset.
