I think a lot of people in here are ignoring the “without breaking the bank” aspect of the analysis and are projecting their dream/ideal build into their responses.
bottom line the specs in the OP look ok with the exception of the CPU. Hopefully you already have an RTX 3070 on hand or available because GPUS are hella expensive right now. VR is not a must have for someone just getting into Simming (My Opinion).
The only thing i would change as stated before is the CPU to a 5600 or 5800x and leave it at that. You don’t know if the person using it is going to love simming or hate it.
The platform is upgradable so upgrade later if your dad has truly taken to simming.

PS . . . no I do not have a GPU yet, and that’s where I’m stressing. So hopefully I get lucky.
for this motherboard , get DDR4-3600 or even higher ( depending on buget ) and 32GB as minimum.

Another good idea is to split that 1TB drive into multiple drives. Simmers often like to put their installs on separate drives. I don’t mean partition, but separate physical drives. ![]()

I would never get Ryzen 5 3600 for MSFS. They still have latency issues and even Intel 9th generation gives more fps in MSFS, which is a game heavily dependant on single core performance. If you want AMD, get the Ryzen 5 5600X, which is currently the best gaming CPU on the cost / benefit range. If for some reason it is not available, get the i5-11600K.
Honestly, Ryzen 3000 series is bad money for MSFS. Even a cheap i5-9400F beats it.
