We always encourage everyone to search before creating new topics, especially in the voteable sections like Wishlist and Bugs & Issues. Keeping more than one topic open on an issue causes people’s votes to get spread thin among many topics instead of concentrated on one topic. And our forum software lacks the ability to combine votes, so we always encourage searching.
