The cache is still somewhat of a mystery to me as to exactly what it is caching (sat imagery only? Sat+photogrammetry?)

I assume that no satellite images are stored in MANUALCACHE.CCC, only more accurate photogrammetry of the buildings etc. Hence the small download size in regions other than those mentioned in the link: List Of Photogrammetry cities/regions - #2 by corneg.

If you take an area where photogrammetry is available according to the list, the download size is correspondingly larger. Satellite images, i.e. the ground textures, are only stored in ROLLINGCACHE.CCC when you fly over them, not when you select them manually.
