Big update- It is possible to get MSFS to start without an internet connection
I need to thank @TenPatrol for this post, in a similarish thread about resetting cloud profiles where his advice was to:
After getting the message on screen:
click OK and just wait… eventually, for me at least, the sim will start with no internet connection
