Tower and Ground Options Disappear from ATC Menu

ISSUE DESCRIPTION Description of the issue: Although I am flying near my destination airport, it is not possible to contact the tower with the ingame communication menu. Tower frequency is set on the airplane, but the option does not show up. The only way to contact tower is the (terrible) “nearest airport” comm menu option.
