Never tried it, but I suspect you can’t…
The post below applies to Reverb G2 running with WMR OpenXR (no steam VR which offers worse peformance but more convenient virtual desktop features).
I managed to open VR Menu in flight, before the sim CTD when I attempted it. Probably some sim update helped here.
I even managed to find the switch to choose the display to be shown as the virtual desktop in VR (top left window corner of the window) and to disable the automatic virtual desktop switching.
I’ve got some interesting results from my experimenting. Hard to explain in writing…
The thing which helps here is a device like your tablet or my touch-enabled (second) display to force the mouse to move to the 2nd screen (or to “release” it from the confines of the sim window) - some device with absolute pointing capability (unlike the mouse which points relatively).
EDIT: What is strange, after several minutes of flight, the mouse cursor stops being confined to the sim window and can be freely moved between both screens, at this stage touching the LCD touch-screen is no longer necessary (so “absolute-pointing device” is no loger required).
My experimental setup:

Main display - running sim in full screen mode (eliminating the risk of closing the sim by accidentally pressing on the close “x” in the top right corner), normal resolution (1920x1080 in my case) - on the right of my real world desktop.

Secondary display - with touch control (small 10" one in my case, very convenient as I won’t be looking at it while wearing G2 headset), resolution 1440x900 which works for my airbus-style, big virtual desktop in VR (best fitting the plane with a sidestick and the desktop thing in front of you) - on the left on my real world desktop.
When I want to have my mouse in the sim - I just move it right from my secondary display - when it reaches the full screen sim window - it is “catched” by it and stays within it, allowing me to operate buttons in the cockpit in VR.
When I want to have my mouse on my secondary screen - I press the screen with my real-world finger (touch-enabled display) and this somehow “releases” the mouse pointer from the confines of the sim window. Mouse stops controlling the pointer in the VR cockpit. Then I move it left until it appears in my secondary display, where I can use it to operate my apps.
This works no matter if Windows+Y was pressed or not.
I don’t need to do this trick (move mouse right - press touch screen - move mouse left) very often, most of the functions in the plane I can control with my H/W panels.
This is still a bit wonky, I’m still not sure if I like this better than my previous setup.

At this stage of my experimenting the second display must have touch control (tablet should work as well, any absolute pointing device or maybe some mouse control S/W).
Pros:

I don’t need to press any buttons on the yoke to bring the sim window into the focus.

I don’t need to mees with my main display resolution.

The main benefit - I can longer see my apps in the virtual deskopt obscured by the “double-eye” image of the sim, which was required in my previous setup (mouse pointer operating the sim required the sim window in focus).

What is the FSUIPC binding to use to bring the sim window to focus?

I’m assuming this is why I can get my second monitor to “stick” when I alt tab back into my sim after bringing the window (my second monitor) into VR. When I press alt tab, the window I brought with me into VR, reverts back to my main monitor (the two eyes of my sim).
I use FSUIPC “show sim window and bring it to focus” only with single display configuration. Not needed with dual monitors, more details in the post above.
I’m not using alt-tab in any configuration (single or dual), as I use several apps in parallel.
I actually just figured out my issue. I had the “auto switch monitor” slider on…once I turned that off everything is working as I had hoped it would!
