When an issue is global where it effects all players, these are kept open until the status is resolved.
If you are experiencing connection issues and can not troubleshoot on your end, you may report it via support through Zendesk for assistance.

But a lot of times the topics are closed and people are still reporting problems. This is what the OP is talking about. Example about 2 weeks ago the servers went down again. The topic was closed because MS/Asobo said it was fixed. But it was not. Another thread opened up because the issue was actually not fixed. This has happened a few times. OP has a vaild point. It’s very frustrating when topics are closed but the issue has not actually been fixed.
