I agree with the default automation you proposed, however it should go farther by incorporating Pilot and tower controlled lighting - both on demand.
The entirety of airport lighting in the sim - beacons, runway lights, approach lights, VGSI, and even apron lighting needs a major ground-up review that includes partnership with people who know how lighting systems work. Otherwise it’ll continue to remain to be part copy and paste remnants of the old FSX system with extra bits thrown in without due diligence toward the technical aspect and how it’s integrated into flying and airport operations.
